I.
Applicable to the following:
This temporary regulation will apply to international
candidates or Vietnamese expatriates, hereafter referred to as international
students, who intend to pursue an Undergraduate, Masters, or Doctoral Program at
Hue University (HU). The three types of eligible international students are as
follows:
(a) international students entering the university under an
agreement between the Vietnamese Government and the Government of another
country;
(b) international students entering the university under an
agreement between HU (or a subordinate educational institution) and
international education institutions/organizations
(c) international students entering the university under
individual projects or with personal aspirations.
II. Admission requirements
II.1.
International students must have adequate competence and the
appropriate level of academic and professional knowledge that meets the studies
and research requirements of the training programs:
For Undergraduate level:
the international students must have a High School Graduation Certificate or an
equivalent. For special majors which require specific skills the international
students must fulfill all prerequisites for these majors. With certain majors,
international students may have to complete a preparatory course, depending on
the requirements of the training institution.
For Masters level:
international students must have an
Undergraduate degree for the major appropriate to the selected field.
For Doctoral level:
international students must fulfil at least
one of the two following conditions:
- holding a Masters-level degree in a major appropriate to
the selected Doctoral research field.
- holding an Undergraduate-level degree in a major
appropriate to the selected Doctoral research field, having at least 2 years’
working experience in the field or having published extensively in professional
journals.
International students who are/were
Undergraduate/Masters/Doctoral students of a university and fulfil the admission
requirements will be given consideration to transfer relevant academic
performance and course credits achieved at the former/current university.
For international students transferring to Hue University
under an exchange program between Hue University and a foreign university, the
admission and study arrangements will comply with the written agreement between
the two parties. The assessment of the international students’ academic and
professional competence will be conducted by the training institution, based on
record evaluation and direct interview (if needed).
II.2.
International students must gain adequate competence in
Vietnamese (if enrolling in a training program conducted in Vietnamese) or in
English (if enrolling in a training program conducted in English) that satisfies
the study and research requirements of the training programs using those
languages in Vietnam.
- International students have to take a Vietnamese
examination (if enrolling in training program conducted in Vietnamese) or an
English examination (if enrolling in a training program conducted in English)
before their admission. The examination will be administered by the Hue
University College of Foreign Languages. International students who fail to meet
the required language level can attend an additional course in Vietnamese (or
English) at Hue University.
- International students will be exempted from the Vietnamese
examination if they meet one of the following conditions:
+ Having graduated from a foreign university, majoring in
Vietnamese or completed a preparatory course in Vietnamese at a training
institution for Vietnamese in Vietnam, which is acceptable to Hue University;
+ Having completed a High School or university program taught
in Vietnamese.
- International students will be exempted from the English
examination if they meet one of the following conditions:
+ Citizens of a country using English as its first language;
+ Having completed an Undergraduate or Masters program taught
in English;
+ Having a certificate of English proficiency: a minimum
score of 500 on the TOEFL (PBT) or 5.5 on the IELTS or its equivalent is
required for international students to enroll in majors of natural sciences,
technology, medicine and pharmacy; a minimum of 550 on the TOEFL (PBT) or 6.0 on
the IELTS or its equivalent is required for international students to enrol? in
majors in social sciences and humanities, economics, law and arts.
II.3.
International students must be certified physically fit to study
and research by an authorized medical organization.
II.4.
International students must have adequate financial resources to meet their
study, research and living expenses..
III. Forms required when applying for admission
III.1. For international students enrolling in Undergraduate
programs
1. Application form (form 1).
2. A notarized copy of a High School Graduation Certificate
or some equivalent (enclosed with an official Vietnamese or English
translation).
3. A copy of a High School record or academic transcript
notarized and/or approved by authorized agencies (enclosed with an official
Vietnamese or English translation).
4. A certificate of Undergraduate-level academic performance
(if any).
5. For those wishing to be exempted from a Vietnamese or
English examination: a certificate of Vietnamese or English proficiency issued
by an authorized training institution (if any).
6. A health certificate issued by an authorized foreign or
Vietnamese medical service.
7. Statement of financial resources to meet study, research
and living expenses.
8. Four (4) 4x6 cm photos (taken within the 6 months prior to
admission).
III.2. For international MA/MS candidates
1. Application form (Form 2).
2. A notarized copy of an
Undergraduate degree (enclosed with an official Vietnamese or English
translation).
3. Undergraduate-level academic
transcript notarized or approved by authorized agencies (enclosed with an
official Vietnamese or English translation).
4. A
certificate of Masters-level academic performance at a foreign or
Vietnamese university (if any).
5. For those wishing to be
exempted from a Vietnamese or English test: a certificate of Vietnamese or
English proficiency issued by an authorized training institution (if any).
6. Registration forms of thesis,
syllabus and research at Hue University (written in Vietnamese or English).
7.
A health certificate issued by an authorized foreign or Vietnamese
medical service.
8. Statement of financial
resources to meet study, research and living expenses.
9. Four (4) 4x6 cm photos (taken within the 6 months prior to
admission).
III.3. For international
Doctoral candidates
1. Application form (Form 2).
2. A notarized copy of
Undergraduate or Masters Degree (enclosed with a Vietnamese or English official
translation).
3. Masters- level or
Undergraduate- level academic transcript notarized or approved by authorized
agencies (enclosed with a Vietnamese or English official translation).
4. A
certificate of Masters-level or Doctoral-level academic performance at a
foreign or Vietnamese university (if any).
5. A certificate of working
experience on the training major (if any).
6. A list and copies of published
research articles (if any).
7. Masters thesis abstract
(approximately 1,200-1,500 words, translated into Vietnamese or in English).
8. Research proposal to Hue
University (written in either English or Vietnamese).
9. For those wishing to be
exempted from a Vietnamese or English test: a certificate of Vietnamese or
English proficiency issued by an authorized training institution (if any).
10. Two letters of recommendation
from two professors of the same nominated major.
11. A health certificate issued
by an authorized foreign or Vietnamese medical service.
12. Statement of financial
resources to meet study, research and living expenses.
13. Four (4) 4x6 cm photos (taken within the 6 months prior
to admission).
IV. Application and selection
process
Consideration of overseas
students’ application forms and final selection will follow the following steps:
1. International students must submit application forms at
training institutions (colleges/departments directly under Hue University’s
management).
2. The institutions will set up
the Recruitment Council to screen and evaluate the candidates’ professional and
academic competence and aptitude; Vietnamese or English language competence;
health and financial status based on the evaluation of the submitted documents,
and testing and interviewing (if necessary). For international Doctoral
candidates, the training institution will evaluate the research proposals and
the feasibility related to the international students’ capacity.
3. Based on the conclusion of the
Recruitment Council, the Head of the training institution will report to Hue
University on the international candidates’ professional and academic competence
and level; Vietnamese or English proficiency; health and financial status; and
the capacity of the training institution in providing the majors selected by the
candidates. . The training institution will send Hue University the following
report documents:

Two copies of the international candidates’
application forms as mentioned in items III.1, III.2 or III.3 of part III.
-
The Decision on the establishment of the Recruitment
Council by the training institution.
-
Minutes and conclusion of the Recruitment Council.
-
Minutes of the assessment of the research proposals
(for Doctoral programs).
-
Official documents signed by the Head of the
training institutions. In this official document, training types, budget
resources, and tuition levels for overseas students will be elaborated clearly.
4. Hue University will then
receive the report documents from the appropriate subordinate institutions. For
Undergraduate level, the Office for Undergraduate Training, in collaboration
with the Office for International Cooperation, Office for Student Affairs and
Political Matters will conduct an assessment; for the Masters and Doctoral
levels, the Office for Post-graduate Training, in collaboration with the Office
for International Cooperation, will conduct an assessment. After that, the
related offices will submit the results to the President of Hue University for
approval and issue of a decision to receive the international students.
5. Hue University will announce
the selection results to the training institution 2 weeks after the receipt of
application forms.
6. Annually, the training
institutions will send admissions announcements to the international students
before September 10 for the Undergraduate level; for Masters and Doctorate
levels. The decisions will be sent in compliance with the regulations of the
training institution. After admission, the international students have to adhere
to the current regulations applicable to Vietnamese students, issued by the
Vietnamese Ministry of Education and Training and Hue University.
V. Executive provision
1. This temporary regulation will
apply to Hue University from the signing date.
2. In case any problem occurs
during the implementation, the training institution will report to the President
of Hue University for any necessary resolution, amendment or revision.
